Wasting no time, PCAPI CALABARZON immediately launched its first Advanced Training for the renewal of Pollution Control Officers seven weeks after receiving its accreditation on September 3 by the DENR-EMB 4A.

The Advanced Training Course on Chemical Management, the Association’s debut training, was held on October 22-24, 2019 at Los Baños, Laguna.

The key learning objectives of this 20-hour training are:
• To understand the mandates of different agencies regulating Chemical Substances in the Philippines
• To delineate compliance requirements and provide guidelines on compliance to Toxic Substances
• To discuss industry adoption of less toxic chemicals for Cleaner Production and other strategic approaches to Chemical Management.
• To identify various aspects in the Assessment of Chemicals
• To identify and interpret the contents of Safety Data Sheet (SDS) and Globally Harmonized System (GHS) Labels and discuss proper handling, labelling, storage and use of chemicals
• To prepare a Chemical Management Plan, in accordance with SDS
• To demonstrate an actual online application for permitting or registration and desk review monitoring.

The esteemed trainers in this training were Ms. Brefelin Robles, a Licensed Forester and an Accredited Advanced Training Module Trainer of DENR-EMB; and Engr. Romeo Imperial, a Licensed Chemical Engineer and the Technical and Customer Service Manager of Pigmentex Incorporated. They covered the topics on MEAs On Chemical Management, Local Governing Laws on Chemical Management, DAO 1992-29: IRR of RA 6969, Strategic Approach to Chemical Management, Assessment of Chemicals, Safety Data Sheet and Labelling, Development of a Chemical Management Plan, and Online Permitting and Monitoring System.

Attended by 50 PCOs from different business sectors, the Advanced Training Course formed part of PCO’s continuing education and orientation programs in upgrading their capabilities in managing their respective company’s environmental compliance and keeping abreast with recent environmental laws and regulations. Furthermore, this requirement is in line with the implementation of DA0-2014-02 (Revised PCO Accreditation Guidelines) and EMB MC-2019-004 (Advanced Training Modules for Pollution Control Officers).

Five more Advanced Trainings were conducted in the span of three months, namely:

⁃ Advanced Training Course on Hazardous Waste Management on October 24-26, 2019 at Los Baños, Laguna with Chemical Engineer and Environmental Consultant Mr. Gerard Hernandez as the trainer, attended by 54 PCOs;
⁃ Advanced Training Course on Water and Wastewater Management on November 25-27, 2019 at Los Baños, Laguna with trainer Ms. Graziel San Luis, Licensed Chemist and Technical Services Manager at CRL Environmental Corporation and was attended by 56 PCOs;
⁃ Advanced Training Course on Solid Waste Management on November 27-29, 2019 at Los Baños, Laguna, wherein 54 PCOs were trained by Atty. Zoilo Andin, Jr, Professor Lawyer and Consultant at National Telecommunications Commission; Dr. Arnold Fonollera, Licensed Environmental Planner, Professor, and Auxiliary Commander at Philippine Coast Guard Auxiliary, and Ms. Brefelin Robles;
⁃ “Advanced Training Course on Air Quality Management” on December 3-5, 2019 at Los Baños, Laguna, wherein trainers were Engr. Melchy Enriquez, Licensed Chemical Engineer and Asset Manager & Pollution Control Officer at Prime Meridian PowerGen Corporation, and Engr. Jerick Pecaso, DOLE-BWC OSH Practitioner and Licensed Sanitary Engineer, 27 PCOs;
⁃ Advanced Training Course on Environmental Management for SMEs on December 5-7, 2019 at Los Baños, Laguna with trainers Engr. Florante Panganiban, licensed Mechanical Engineer and a seasoned practitioner in the field of Environmental Management, and Ms. Brefelin Robles. The training was attended by number 18 PCOs; and lastly,

⁃ Another run of Advanced Training Course on Hazardous Waste Management on December 11-13, 2019 at Los Baños, Laguna with Engr. Gerard Hernandez as the accredited trainer, attended by 54 PCOs.

All Advanced Training conducted have their specific key objectives that were customized to suit each of the different sectors. Moreover, all the trainers completed the Training of Trainors for Advanced Training and are accredited Advanced Training Trainors by DENR-EMB.
